We would like to hereby declare that we are not going anywhere inside PNG territory, except to remain in Vanimo, PNG, according to the following agreement in a meeting between the villagers and the refugees. If there is any plan, because of being paid by colonial power of Indonesia, then there is no way we are going anywhere inside PNG territory, EXCEPT, we are removed from Papua Land, and go to the Republic of Vanuatu. DISCUSSIONS BETWEEN THE 2 GROUPS THE LAND OWNERSHAS COMA TO AN

AGREEMENT AND PASSED;

HERE ARE THE NUMBER OF REASONS.

1. WE THE LAND PWNERS OF BLACK WARA HAS COME TO AN AGREEMENT THAT THESE WESTPAPUANS, ARE GIVEN FULL AUTHORITY TO REMAIN IN SANDAUN PROVINCE BECAUSE THEY HAVE BEEN STAYING HERE IN VANIMO CINSE 2000- 2004.

2. WE AGREEMENT TO RELOCATION THEM IN BLACK WARA - SAUDAUN PROVINCE BECAUSE DEVELOPMENT AND ADEGATE SERVICES AS SCHOOL.AIDPOST STRANSPORT SERVICES AND ALSO ECONOMIC, DEVELOPMENT MAYBE A CHANGE TO THE LOCAL POPULATION.

3. WE AGREED TO RE LOCATION THEM BACK HERE IN BLAK WARA SP BECAUSE WE KNOW THESE PEOPLE ARE OUR BROTHERS IN ONE RACE MELANESION,ONE CULTURE, ONE TRADISIONAL,BEHAVES AND TAMBOOS.

4. WE AGREED TO RE LOCATIDTHEM HERE IN SP BECAUSE THIS BLACK WARA CAMP IS A RECOGINSWD REFUGEE CAMP WICH THE GOVEMENT HAS OPENED SOME YEARS AGO.

5. WE AGREED TO RE- LOCATION THE DISPLACED WESTPAPUANS IN SP BECAUSE THE PREVIVS REFUGEE OF MID 1984-1988 WHICH THE GOVEMENT SENT TO EAST AWIN, THEN REPATRIATED Back to West Papua are no longer survived, all of them were killed.

6. These diplaced westpapua from year 2000 are not to be treated like law offenders.

7 we know the best of our abilites ; that if these little community of westpapuans been re-locate again to East Awin , not one of them would survived.

To the best of our point of views; we as the Land Owners of vanimo sp has passed on an agreement that; these West Papuan displaced people from the period of december 2000, we wouid allaw/ and pernsit them to be re- located just here in Black Wara Camp Sandaun PNG to the recommend it, Finally we bring forward our voiced to the national goverment to recoment it.
